Rutland County Council - New Academy of Community and Leisure

Rutland County Council is England's smallest county. They have a very lean council structure that enables them to provide high-quality services to the community and operate in the most efficient manner. Some of the services provided include, learning, social care, environmental services and economic development.
Project Description:
Construction of a new Academy of Community and Leisure for 900 pupils with an eight court Sports Hall, Theatre, Art Gallery, enhanced SEN facility, Community Leisure and Adult Learning facilities, Learning disability Resource Centre with Multi-Sensory and Calming rooms, together with extensive external works including Public Piazza, Local Equipped Area of Play (LEAP) activity area, LDRC garden, landscaped sports pitches, all weather pitch and MUGA.
Sustainability:
- The main college building is constructed from insitu concrete to provide a heavy mass construction as part of the heating and cooling regime, which augments a natural ventilation strategy
- Heating is provided via a Biomass boiler
- Natural day lighting maximisation through innovation and an ETFE roof to the Library and Atrium
- Sustainable surface water drainage has been incorporated by the use of stormcells, swales and ponds to landscaped areas
- Very Good BREEAM rating
- Smart lighting

- Contractor selection by OJEU procurement, incorporation a Competitive Dialogue process
- Stake holder wish list management
- Incorporate a land sale deal into the Tender process when land prices falling
- Tight programme for delivery
